You're not wrong substantively. When Frank got away from Tommy Dorsey, his (terrific) Columbia albums were indeed connected thematically. However, the *term* is associated with rock-n-roll, and Sgt. Pepper was the first one.
As an aside, I heard Frank in Atlantic City in the 80s. His voice was mostly shot by then, but he could still sell a song. He was a wonderful musician.
